In Noginsk, Mr Putin said his decision to bring the bill to Parliament for consideration resulted from Monday’s meeting with the leaders of Russian political parties, which he described as a very good and constructive practical dialogue.
As the President met with parliamentary group spokesmen, they assured him that the house would certainly pass the bill in its first reading, though there was ample room for improvement. Despite the criticism, Mr Putin said, it was of great importance that all of them agreed it was necessary to adopt the bill.
Mr Putin is convinced that the law on political parties would be an essential step in the civilised development of Russia’s political structure.
