The meeting discussed the ways to further streamline the relations between the federal, regional and local authorities. Mr Putin set the task of reconstructing a single legal space in the country by 2001. Agreements on the division of powers between the centre and the regional authorities would be revised to shift the focus to the rule of Russian federal laws. The President stressed this would be a follow-up to harmonising regional and federal laws.
Mr Putin and the envoys discussed a draft decree which contemplated entrusting the Chief of the Presidential Executive Office with the coordination of the Presidential Envoys and their offices and the Presidential Executive Office divisions. The envoys would be required to act on instructions of the Chief of Staff of the Presidential Executive Office.
