In his speech Dmitry Medvedev noted that it was the most developed regions (including those of the Volga Federal District) that first felt the impact of crisis. Industrial production and investment activity has decreased, and this has affected people's living standards.
The head of state laid out a number of measures to mitigate the economic crisis. In particular, Mr Medvedev mentioned stabilizing the situation in the labour market, the system of state guarantees on loans, and support for small businesses.
Noting the importance of retaining personnel, the President instructed the Government Cabinet to prepare a proposal for the creation of a Volga Federal University and the establishment national research centres in the region.
The President also instructed the Cabinet and Gazprom to develop and implement proposals to supply gas both throughout the region and in specific areas.
Dmitry Medvedev said that priorities will not change and the implementation of major investment projects, the development of mineral resources, and the development of energy-saving technologies should continue.
The President stressed the importance of district-wide meetings and said that he would hold similar meetings in other federal districts.
