Mr Putin pinpointed four basic principles of the housing and public amenities reform. First came the determination of reform objectives. Second, duties and responsibilities were to be delineated at every official level. Third, municipal services were to get out of their crisis through restructuring. Last but not least, all objectives needed checking whether they were attainable.
Deputy Prime Minister Viktor Khristenko and Leonid Polezhayev, Omsk Governor and head of the State Council ad hoc team for the reform, addressed the meeting.
Mr Putin called for a gradual and extremely careful phasing out of discounted residential rents and public utility payments.
He instructed the Government to be ready with amended reform blueprints by July 1.
