On December 21, 2001, Vladimir Putin sent a message congratulating Askar Akayev, the President of Kyrgyzstan, on the official ceremony (to be held in Bishkek on December 24) of making into law the amendment to the Republic's Constitution on according to Russian the status of an official language in the republic

The message read, in particular, that this important step should help strengthen age-old traditions of deep friendship and cooperation between Russia and Kyrgyzstan, promote mutual cultural enrichment of the two nations and restore humanitarian cooperation in CIS countries,

In his message, Mr Putin made a special mention of the Kyrgyz President’s personal contribution to a constructive discussion on the relevant amendment to the republic’s Constitution. He also thanked the Kyrgyz Parliament for the positive role it played in settling this issue, which is of historical importance for our compatriots and all those who are not indifferent to the future of the Russian language in the republic.

The Russian President expressed hope that the decision to accord the status of official language to Russian would improve the position of the Russian-speaking population in Kyrgyzstan.
