Vladimir Putin sent a message to Brazilian President Fernando Henrique Cardoso

The message said, in part:

“We are committed to a continued active dialogue with Brazil on the whole range of issues on the world agenda. The ongoing large-scale events in international relations require that all states, regardless of their geographical position, pool their efforts and seek a joint response to the new challenges and threats.

“The main danger comes from international terrorism, organised crime, drug trafficking and aggressive separatism. We believe that it is necessary to create a global system to counteract their spread. It could include relevant multilateral mechanisms of interaction, including early warning and prevention of emerging threats, and a resolute and adequate response to their manifestations.

“We are convinced that the challenges to universal security can only be effectively met on the solid foundation of international law, on the basis of the UN Charter”.

On bilateral relations, Mr Putin stressed, among other things:

“We attach great significance to establishing genuine relations of partnership with your country. Our forthcoming meeting in Moscow in January 2002 will undoubtedly contribute to that. Moreover, I am convinced that the strategic goals of the two countries are in many ways shared.

“We have something to offer each other in the economic field, especially in the area of advanced and cutting-edge technologies. Such hi-tech spheres of cooperation as nuclear and conventional energy, telecommunications and IT should become our priorities.”
