The decree is aimed at protecting national interests. It was signed to fulfil with Russia’s international obligations under the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction, and Resolution 1540 adopted by the UN Security Council on April 28, 2004.
According to Russian legislation, lists of products and technologies that can be used in the production of weapons of mass destruction are approved by presidential decree on the advice of the Russian Government.
