President Vladimir Putin forwarded a message to Philippine President Gloria Macapagal-Arroyo

The message says, in part:

“I think Russia and the Philippines can successfully cooperate in building stronger stability and security, face new challenges together, and promote regional conflict settlement. To do that, we must improve our dialogue on relevant global and regional problems on the bilateral level and at regional and world forums.

“Without a doubt terrorism is one of the principal contemporary dangers. Russians and Filipinos know that from bitter experience. We must establish close multi-lateral cooperation to fight this danger. Russia regards the counter-terrorist agreement of the Philippines, Indonesia and Malaysia, which you have mentioned in your message, as expressing the desire to fight against that evil in a regional scope in Southeast Asia. Russia, on its part, is willing to promote the process.”

Mr Putin also stressed that Russia attached great importance to the development and strengthening of the global dialogue between civilisations and cultures, to the promotion of tolerance, and to the opposition of any manifestations of discrimination. “Aware of the importance of those problems in international affairs, Russian representatives were active in the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance, and its preparations, which was held in Durban in 2001. We are determined to continue do our utmost for the cause.

“I share your opinion that it is necessary to step up our economic contacts and business partnership. I welcome the Philippines’ intention to establish direct links with the Russian Far East, which has a considerable trade and investment potential.

“I am sure successful Russian-Philippine partnership in many fields will further promote our two countries’ friendship and become an essential part of the Asian-Pacific security system.

“Thank you for the invitation to visit your country. I shall certainly do so at the appropriate time.”
