In his speech the Russian head of state declared that the countries bordering on the Caspian Sea must resolve all outstanding points of contention and problems through dialogue, taking into account each other's interests, respecting each other's sovereign rights, and not only refraining from the use of force but also from even mentioning the possibility.

Vladimir Putin suggested reducing the portion of the water zone that can be divided to a minimum, and expressed his hope that national mining zones will soon be defined in the southern part of the Caspian Sea.

The heads of state of Russia, Iran, Azerbaijan, Kazakhstan and Turkmenistan discussed a wide range of issues and problems relating to the Caspian Sea.

They include economic activity on the bottom and in the depths of the Caspian Sea, navigation safety, protecting oil and gas extraction facilities, the joint struggle against international terrorism and extremism, developing the North-South international transport corridor that links the Caspian Sea with the Black Sea and Sea of Azov, as well as elaborating the necessary measures to strengthen ecosystems in the Caspian.

Following the meeting the participants of the second Caspian Summit signed a Joint Declaration.

At the end of the summit the heads of the five littoral state gave a joint press conference.
