The provisions of the Russian Federation legislative acts specifying that no temporary residence permit will be issued to a foreigner, while any such permit already issued may be revoked pursuant to the procedure set forth by the Government Cabinet of the Russian Federation in case the quotas set by the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation are filled or reduced by the [Russian Federation] Government, became inoperative.
