The amendments change the institution of state education standards, the content of which was previously defined as the totality of federal, regional (national-regional) components, plus the education establishment component.
The amendments introduce a new definition of state education standards as the totality of compulsory requirements for the structure of education programmes and the conditions and results of their implementation in general primary, secondary, higher- and vocational-professional education establishments accredited by the state.
A number of higher education establishments specified in a presidential decree have the right to establish independently the education standards and requirements that will form the basis for higher professional education programmes.
The amendments also set out federal state requirements for basic preschool education, for basic post-university professional education, and enable state requirements to be introduced for additional professional education programmes in cases provided for under Russian Federation law.
