The message reads, in part:
”First and foremost, I would like to point out the importance and the timeliness of the International Olympic Committee's initiative to establish a Youth Olympics. I am convinced that such a competition will allow youth from all countries to become involved with the values of the Olympic movement and a healthy lifestyle. For my part, it is with full responsibility that I would like to declare my support for Moscow's application for the right to host the 2010 Youth Olympic Games.
Russia's capital has all the necessary resources, organizational capabilities and extensive experience of the most prestigious international sporting events. The government cabinet of the Russian Federation and the city's leaders fully recognize and support the unconditional implementation of all the safeguards required by the IOC. Our concept of the event includes the use of existing facilities and is based on the principles of environmental awareness. Moreover, I am convinced that the cultural and educational programme we are proposing will be interesting for the youth participating in the Olympics.“
