In the President’s opinion, Russia needs to establish a system of environmental security that can both deal effectively with existing technological and manmade environmental pollution factors and respond actively to new problems and challenges.
Mr Putin noted that the conditions have already been put in place for tackling important environmental issues: Russia now has the financial and economic possibilities for developing the use of clean technology in industry and introducing resource and energy conservation programmes, and has established the legal framework for a public-private partnership in environmental protection. The President instructed the Government to speed up the adoption of the federal targeted programme for chemical and biological security for 2009–2013.
