The Convention does not have direct effect but only outlines a strategy for state regulation of the tobacco industry. Russia is committing itself to the gradual introduction, over a 5-year period, of strict restrictions on all types of tobacco advertising, up to and including a complete ban. It will also step up efforts to prevent smoking among minors and restrict sponsorship by tobacco companies and promotion events that encourage tobacco sales.
As at April 2007, 145 countries and the European Union were full parties to the Convention.
