Speaking at a meeting on small business development, President Dmitry Medvedev said that the kind of measures that will be taken include limiting the number of inspections of small businesses to one every three years, ensuring that the police do not overstep the bounds of their competence in this area, a transition to a largely notification-based registration procedure for small businesses and the introduction of compulsory liability insurance for small businesses instead of licenses.
Mr Medvedev said that 60–70 percent of Russia’s active population should be engaged in business activity by 2020.
