The message reads, in part:
“The unique customs, way of life and spiritual values of smaller indigenous peoples is an integral part of multinational Russian culture. A respectful attitude towards such peoples is one of the conditions for the harmonious development of our country as well as further development of its vast territories and natural resources.
Today the state is doing everything required to preserve the traditional ways of life of smaller indigenous peoples and to address the socio-economic challenges they face. The recently approved Concept of Sustainable Development of Indigenous Peoples of the North, Siberia and the Far East, which determines the priorities of state policy until 2025, is designed with these tasks in mind.
I am confident that your Congress will open new horizons for further constructive cooperation between the state, local government and the organisations of the smaller peoples of northern Russia.”
