The message reads: “I welcome the participants and guests of the Third Pacific Economic Congress.
A wide range of issues relating to the prospects of cooperation between Russia and the Asia-Pacific region are on the agenda of your representative forum. The effectiveness of such cooperation will, to a large extent, influence the long-term socio-economic development of Siberia and the Far East, the expansion of international cultural and educational relations, and direct contacts between our countries' business communities.
In light of the challenges occasioned by the global financial and economic crisis, it is particularly important to encourage mutual investments, engage in new large-scale projects in manufacturing and processing, the construction and modernisation of transport infrastructure, and of course to give priority attention to innovation and high technology.
I hope that the recommendations your Congress develops will strengthen the equal and mutually beneficial partnership within the entire Asia-Pacific region. You will be making a significant contribution to the preparations for the Asia-Pacific Economic Cooperation (APEC) summit to be held in 2012 in Vladivostok.
I wish you an interesting discussion and success with implementing the plans.”
