The law is aimed at improving road management.
It provides for the creation of the State Corporation Russian Highways, to be charged with the regulation of the federal highways under its control. The company will be registered in a new organisational and legal format as a non-profit organisation which envisages no membership and will manage the in-kind assets contributed by the Russian Federation as its sole founding partner.
The corporation is being set for the purposes of supervising and ensuring the maintenance and development of road networks, increasing their capacity, improving the quality of service to road users, and developing roadside infrastructure. Russian Highways will be funded by monies derived from its management of roads, as well as by grants from the federal budget.
