The Protocol defines the legal status of trans-border cooperation bodies established on the basis of bilateral or multilateral agreements and the legal consequences of their activities.
To date, 25 Council of Europe member countries have signed the Protocol and 17 of them have ratified it.
Ratification of the Protocol will broaden opportunities for Russia’s regions and local authorities to develop trans-border contacts.
The Additional Protocol to the European Framework Convention on Trans-Border Cooperation between Local Authorities of November 9, 1995, was signed by Russia in Strasbourg on October 4, 2006.
