Dmitry Medvedev spoke about the Concept at a meeting with ambassadors and permanent representatives of the Russian Federation to international organisations.
The Concept sets out the content, principles and basic directions of Russia's foreign policy.
It identifies Russia's priorities in resolving global problems. They include promoting the rule of law in international relations, strengthening global security, and economic, environmental, and humanitarian cooperation, as well as respect for human rights and freedoms.
The Concept sets out Russia's priorities in interacting with other states, associations of states, and international organisations.
The framework document complements and expands upon the Russian Federation's Foreign Policy Concept, approved by the President of Russia on 28 June 2000.
