The telegram reads, in part:

To resolve this problem effectively, we must create a new, modern international legal framework, increase mutually beneficial exchanges of assets and high-tech, and improve transit corridors. Such steps will contribute to consolidating the interests of all participants in the energy market as well as make it more stable and predictable.”
The forum will be attended by representatives from 30 different countries, 133 Russian and 41 foreign entities including energy, oil and gas companies.
