The message reads, in part:
“Over these years, the commissioners for children’s rights have proven their use and effectiveness as an institution. There has been a comprehensive effort to improve the legislative base and serious measures have been taken to guarantee better protection of children’s rights and interests and raise the family’s social status and authority.
I particularly note that the commissioners for children’s rights do a job that requires constant and thorough effort and demands professional skills and particular personal qualities. To make this work as effective as possible and ensure maximum result, we need to increase the commissioners’ constructive cooperation with the state authorities, and to make full use of the great potential of public organisations, volunteer groups and the mass media.”
The Congress is taking place on April 27–28 in Ulyanovsk and marks the fifth anniversary of the establishment of children’s rights commissioners in Russia.
