In his congratulatory message to Pratibha Patil, Dmitry Medvedev wrote:

“Over the years of independence India has made historic achievements in terms of socio-economic and scientific development, and is now among the leading states of the international community. Our strategic partnership and friendly relations with India are one of Russia's absolute foreign policy priorities. We are happy to welcome our Indian friends involved in the Year of India in Russia to our country in 2009. We are awaiting your visit to Russia in September 2009, which will undoubtedly be one of the key events of the Year of India in Russia.”

The message to Manmohan Singh reads, in part:

“In Russia we share the feelings of joy and pride of our Indian friends concerning your outstanding achievements in economic, social, scientific and technological development. India now has the credibility it deserves as one of the key states in international affairs. Russia intends to further strengthen the traditional friendship bonds and strategic partnership between our two countries.”

Dmitry Medvedev noted that he expects to continue his dialogue with Mr Singh in Moscow during the latter's forthcoming visit, “which will act as the culmination of the Year of India in Russia, an impressive festival of culture and celebration of your achievements, reflecting the unique cultural richness and creative potential of the Indian people.”
