The Government and the Federal Security Service have been instructed to prepare draft laws and regulations that will minimise potential risks related to implementing the provisions of the Federal Law On Amendments to the Federal Law On Counterterrorism and Certain Legislative Acts of the Russian Federation as concerns Introduction of Additional Measures to Counter Terrorism and Guarantee Public Security.
In particular, the instructions concern modernisation of technical equipment, taking into account the need to use Russian-made equipment, clarification of powers of the Government and the federal executive bodies regarding implementation of the Law, and responsibility for use of non-certified coding equipment when using communications networks and the internet, and other issues related to dissemination of information via the internet.
Relevant instructions have been sent to the Industry and Trade Ministry, Communications and Mass Media Ministry, and Federal Security Service.
