The message reads:
“The friendly people of Uzbekistan can be justly proud of their successes in nation-building and the development of economic and social spheres. Over the years, the Republic's authority and position in the international arena have become firmly established.
Russian-Uzbekistani relations are characterised by the rich and multifaceted nature of our strategic partnership and alliance. We attach great importance to further enhancing mutually beneficial trade, economic and investment cooperation, and strengthening our traditionally close relations in the cultural and educational spheres.
I am convinced that coordinating the actions of the regional integration associations to which Russia and Uzbekistan both belong is in the interests of maintaining peace and stability in Central Asia. Uzbekistan is celebrating its anniversary of independence as the state of presidency of the Shanghai Cooperation Organisation (SCO). We are ready to actively work together to realize the SCO's potential for countering contemporary threats and challenges.
I would like to use this occasion to congratulate you and all the citizens of Uzbekistan on the 2200th anniversary of Tashkent, a town of which I retain the most vivid impressions, like those of your home town Samarkand.”
