The bill was prepared in order to shorten procedures governing the appointment of the highest official of the constituent entities of the Russian Federation.
This abridgement will ensure the stability of personnel and the better performance of executive bodies of authority in Russian regions.
Under the new draft bill, political parties propose their candidates to the President of Russia no later than 40 days (rather than the current 90 days) before the expiry of the current governor's term. Consultations with the President must be held no later than 45 days before the expiry of the term (currently, 100 days). The President then considers these proposals and notifies the party of his decision within 10 days (instead of 30 days).
The bill also clarifies a number of provisions relating to the presidential appointment of acting governors of the Russian Federation regions.
