The message reads, in part:
”This forum is being held under the slogan of Dawn of the Peoples [ALBA also means ‘dawn’ in Spanish, ed.], and the presence at the summit of representatives of non-governmental organisations and indigenous peoples from participating countries fully reflects the Alliance's goals.
The creation of ALBA was the realisation of the ideas of the great leader of the Latin American national liberation Simon Bolivar, who dreamed of uniting the nations of South America based on their shared historical and ethno-cultural heritage and the congruence of their political and economic interests. Thanks to your political will the dream of Simon Bolivar is in many ways becoming a reality.
Russia intends to establish mutually beneficial multilateral and bilateral relationships with members of the alliance. I think that my first meeting with ALBA leaders last November in Caracas was very useful. I believe it is necessary that we further consolidate our contacts with your forum.“
President Medvedev also added: ”I am confident the emerging dialogue between Russia and ALBA has good prospects, especially in political and economic cooperation.“
Russian Security Council Secretary Nikolai Patrushev transmitted the message to summit participants.
