The message reads, in part:
“On April 7, 1994, the .ru national top level domain was officially registered for the Russian Federation. It was difficult to imagine then, 25 years ago, how radically the Internet would soon change the world. Social networks and communication systems, distance employment and education, e-commerce and public services – these applications, and more, have become firmly integrated in the daily lives of millions of people; they are the real signs of the times.
I would like to note that today the Russian segment of the Internet is developing successfully and dynamically, and provides a strong competitive advantage for Russia to become one of the global leaders in the new digital era. I am confident that we must continue to abide by the principle of freedom of the Internet, provide conditions for a wide sharing of information, for the implementation of business initiatives and startups. At the same time, it is important to effectively counteract the risks and challenges of cybercrime, distribution of content that violates the law, endangering the rights of citizens and the interests of the state. Here the position of the Internet community, its openness and readiness for constructive dialogue plays a special role.
The Runet anniversary is certainly an excellent reason to thank all those who have invested their work, talent, and enthusiasm in its development, and wish success to young people who will determine the future of the global network.”
