The message reads, in part:
“Over the past years, Avtodor has made a major contribution to the development of the national network of modern highways. Thanks to the high professionalism and hard work of the company’s personnel, we have constructed and repaired over 1,000 kilometres of roads, including large sections of the federal highways M1 Belarus, M4 Don and M3 Ukraine, as well as completed the M11 Neva high-speed motorway connecting Moscow and St Petersburg.
A large-scale project is underway to build the Central Ring Road in the Moscow Region and the logistically aligned flyovers and other facilities suitable for both pedestrians and traffic.
It is notable that these facilities fully comply with the strictest safety requirements. They function properly therefore promoting the socioeconomic development of the regions. They also help to enhance people’s quality of life.
It is a great pleasure for me to point out your efforts to create and improve the network of projects that are implemented on the principles of public-private partnership.
There is no doubt whatsoever that your rich experience of implementing concession and long-term investment agreements will be used in the future as well, particularly when it comes to constructing the Moscow-Kazan high-speed motorway within the framework of the Western Europe-Western China International Transit Corridor.”
