The message reads, in part:
“You belong to a special, heroic cohort of people who are the first to come to the rescue, never thinking of themselves; who save people’s lives, bravely withstand the elements and value the responsibility, reliability and team spirit in each other. In a complex environment you always show competence and commitment, the ability to work seamlessly side by side and aim for the result.
Today your priorities include improving communication between various units of the Ministry system and introducing up-to-date technology. Of course, it is also vitally important to focus on preventing emergencies, expanding international cooperation in this area, improving the training of rescue personnel and involving volunteers and volunteer organisations in your work.
I am confident that your professionalism and experience, as well as your adherence to traditions, will continue to help you fulfil your tasks in the interests of the Fatherland and our people.”
