The message reads in part:
“Your region plays an important role in Russia's economic development and in building up its industrial and scientific potential. You are rightfully proud of your centuries-old cultural traditions and cherish the memory of the pioneers and explorers, who made a great contribution to the development of Eastern Siberia, and of your outstanding countrymen who wrote bright pages in the chronicle of our Fatherland’s labour achievements and military glory.
Today the region is facing major tasks related to the stable operation of the energy, timber processing and mining sectors, attracting investment in machinery, transport infrastructure and agriculture, and the implementation of major high-tech projects.
I am convinced that achieving these goals will improve the quality of life, strengthen the social sphere and create new jobs. And, of course, I would like to stress the importance of efforts to preserve the unique ecosystem of Lake Baikal.”
