In upholding the traditions of charity and selfless service, you embody the qualities for which our country has always been famous.
This noble calling demands spiritual generosity, empathy, tact, dedication and unwavering commitment. Your exemplary moral qualities and readiness to promptly respond to crises were particularly evident during the challenging and tragic hours and days following the brutal terrorist attack in the Moscow Region.
