The congratulatory message reads, in part:
“The history of one of Russia’s largest regions was made by daring, talented and strong-hearted people. You are rightfully proud of numerous generations of your fellow residents who worked in rigorous conditions and built high-capacity hydroelectric power plants and legendary railway mainlines, industrial giants, seaports and river ports. You expanded the State’s national wealth with your labour exploits. And, of course, the whole world knows the names of famous people who were born in your austere and magnificent Siberian territory, including Vasily Surikov and Viktor Astafyev, Dmitry Khvorostovsky and Vladimir Krainev, as well as legendary Ivan Yarygin.
I am happy to note that you sincerely love your homeland, that you worthily carry on the traditions of ancestors and implement large-scale initiatives in industry, the social sphere, agriculture, transport and construction sectors.
I am confident that your energy, determination and real Siberian temperament will continue to assist you in your work and in addressing responsible objectives for the benefit of the Krasnoyarsk Territory and the entire country.”
