Meeting with Perm Territory Governor Dmitry Makhonin

The discussion focused on the socioeconomic situation in the region with an emphasis on education, healthcare, housing construction, and industrial production.

Dmitry Makhonin briefed the President on the region’s development over the past five years and mentioned that this year marked the 100th anniversary of the Komi-Permyak District. In 2003, the district became part of the Perm Region to form the Perm Territory. In 2025, the region and the city won a contest and, just like Omsk, were recognised the youth capital of Russia.

The Governor noted that the Perm Territory was rich in mineral resources, but people were its most valuable asset. The territory is home to 300,000 families with children, of which 40,000 are large families. The territory is second in the Volga Federal District in terms of birth rates. About 140,000 families in the Perm Territory are eligible to government support measures.

In terms of the economy, the Governor noted that gross regional product grew by 12 percent in 2024, and investment in fixed assets is on the rise. The manufacturing industry is growing, with manufacturing industry index standing at 108.5 percent.

The discussion also touched upon the quality of school education, the need to build more schools (36 schools were built last year, and 30 more will be built in the next five years), to expand social gas infrastructure development, and to relocate residents from dilapidated housing. The Governor said 8.2 million sq m of new housing and 23 medical facilities had been built in the region, with 20 more planned to be built in the next five years. He also mentioned high-tech medical equipment, which made it possible to reduce cardiovascular disease mortality by more than 20 percent and cancer mortality by more than ten percent. Acting upon the President’s instruction, the region is funding a hepatitis C and HIV treatment programme.

Expanding sports infrastructure in the region also came under discussion with plans to triple the number of athletic facilities and to have 70 percent of the region’s residents regularly engage in physical activity as provided for by territorial programmes.

The Governor informed the President that the number of roads brought up to code had increased by 30 percent since 2020, and that the territory was among the leaders in this regard nationally. The road traffic death rate has dropped by over 20 percent. Public transport fleet has been renewed to include trams and electric buses. The river fleet is being restored, and the Ecokhod electric vessel service opened on the Kama River in 2024; the Perm Shipyard, which has an established cooperation on electric water transport with the Moscow Mayor’s Office, among others, has resumed its operation.

According to the Governor, supporting the participants in the special military operation and their families is the key objective. One of the latest support measures includes family capital of the participants in the special military operation. When babies are born, parents are paid money to buy all the necessities. Already 400 families have used this support measure. The Heroes of the Kama Region project has been launched. As many as 190 events have been planned to mark the 80th anniversary of the Great Victory. The Victory Train project is about to be launched in conjunction with Russian Railways.

Dmitry Makhonin also spoke about assistance to the town of Severodonetsk in the Lugansk People’s Republic. The House of Culture in that town has been repaired, a children’s and youth centre has been opened, and children from Severodonetsk come to the Perm Territory for holidays.

The head of the region spoke in detail about a number of industrial projects. The potassium and magnesium salt mining projects are being developed, and six investment projects are underway by Uralkali, Acron, and EuroChem, which include new mines and ore-dressing plants. SIBUR is creating an entire cluster that includes fine chemistry and high-tech chemistry. The Kama pulp and paper mill, Russia’s leader in the production of high-quality coated board and light-coated paper, is operational. LUKOIL is implementing a catalytic cracking project. Further development plans are being discussed with Roskhim. A one-of-a-kind ammonia-urea-melamine production complex is in operation as well.
