Taking part in the ceremony alongside the President of Russia were the heads of states who had come to Ashgabat to take part in a forum marking the International Year of Peace and Trust, the International Day of Neutrality, and the 30th anniversary of Turkmenistan’s permanent neutrality.

Vladimir Putin arrived in the capital of Turkmenistan on a working visit on December 12. At the airport, he was welcomed by Chairman of the People’s Council of Turkmenistan Gurbanguly Berdimuhamedov Berdimuhamedov Gurbanguly Berdimuhamedov Gurbanguly .
