Vladislav Khovalyg Khovalyg Vladislav Khovalyg VladislavHead of the Republic of Tuva began his report by addressing the key priority: support for the special military operation, highlighting the courage and heroism demonstrated by military personnel from Tuva. He noted that the Republic takes particular pride in the President’s decision to award the honorary Guards designation and the Order of Kutuzov to the 55th Mountain Motor Rifle Brigade of the 41st Army, and to award high state decorations to the military personnel, including four recipients of the title Hero of Russia.

Mr Khovalyg outlined the system of comprehensive support provided to fighters and their families, placing particular emphasis on the reintegration of veterans into civilian life, as well as on patriotic events commemorating the 81st anniversary of Victory in the Great Patriotic War. He also spoke about Tuva’s participation in restoring and rebuilding the Russian Federation’s new constituent entities. In 2023–2025, under the special investment project, major renovations were carried out at three social institutions in the Sverdlovsk Municipal District of the LPR, under Tuva’s patronage, with work continuing into the current year.

Turning to socioeconomic performance, Mr Khovalyg said that the Republic’s economy has shown consistent growth over the past five years under his leadership. Over this period, the Gross Regional Product (GRP) nearly doubled. By the end of 2025, Tuva’s GRP reached 103.6, exceeding the national average. Investment in fixed assets increased nearly 2.5-fold, while the poverty rate declined from 28.5 percent to 18.6 percent. Unemployment decreased threefold, average monthly wages rose by 71 percent, and per capita income doubled.

A major priority, the Head of the Republic emphasised, has been increasing budget revenues. Last year alone, revenues rose by 24 percent, and since 2020, they have grown 2.5 times overall.

Housing development was also discussed, with total investment in the area exceeding 70 billion rubles over five years. Last year, 467,000 square metres of housing were commissioned. The introduction of a two percent preferential mortgage programme in Tuva in 2023 was a decisive factor in launching mass housing construction. Between 2023 and 2025, more than 3,500 families benefited from preferential loans, with support for an additional 1,000 families planned this year. The Republic aims to reach one million square metres of new housing by 2030. Vladislav Khovalyg asked the President to support the extension the special conditions of the Family Mortgage programme in Tuva until 2030.

He underscored that the region’s socioeconomic development continues to maintain positive momentum: production is expanding, budget revenues are increasing, and social commitments are being met. He stated that, should the President support his candidacy for another term as head of the region, he and his team stand ready to continue working toward the achievement of all planned objectives.

In response, Vladimir Putin noted that the final decision would be made after elections but acknowledged that substantial work had indeed been accomplished in recent years: in particular, growing investment, and a number of promising new investment projects that were underway. At the same time, the President highlighted several social issues requiring additional attention, including the need to renovate existing preschool and school facilities and build new ones. He promised that corresponding instructions would be issued to the federal government to provide support to the Republic.

Vladimir Putin further observed that the Head of the Republic and his team are demonstrating good pace in their work, while emphasising that the ultimate assessment would come from the residents of Tuva. He wished Mr Khovalyg success.
