During the meeting the head of state emphasised the need to improve the computer literacy of public servants, to effect an accelarated transition to electronic document management and to ensure that state structures benefit from information transparency.
Electronic government includes providing the means of submitting a tax return, concluding a contract or obtaining information concerning a question sent to the authorities electronically. This will naturally help to eliminate red tape and reduce corruption, said Dmitry Medvedev.
The President called on all ministries and departments to prepare proposals by 1 November 2008 for the establishment of administrative regulations concerning a clear description of services provided for every citizen.
As a result of the meeting of the State Council Presidium, Dmitry Medvedev stressed that special attention be paid to orders concerning electronic documents, the transition to which should be completed by 2010, and administrative regulations.
