The Federal Law comprises six chapters setting out the provisions on consular services’ principle missions and organisation, consular activities, and the status and functions of honorary consul of the Russian Federation.
It defines the legal basis for consular activities, the rights and obligations of consular officials with regard to protecting the interests of the Russian Federation and the rights of Russian citizens and legal entities abroad.
The law aims to improve the legal framework for consular activities in view of the growing number of Russian citizens travelling abroad for short-term stays or permanent residence.
The statute acts as a code systematising the key provisions in the different areas of legislation regulating the activities of consular officials.
