The Federal Law is aimed at amending Article 54 of the Fundamental Principles of Legislation of the Russian Federation on healthcare, which grant authorisation to engage in pharmaceutical activities to individuals with university or high school degrees in medical care, specialist certificates, and further professional training in pharmaceutical retail, who are working in special subdivisions of medical organisations that are licensed to engage in pharmaceutical activities (clinics, medical assistance centres, individual general (family) practice centres), located in rural areas that have no pharmacies.
In addition, the Federal Law amends Article 2 of the Federal Law On the Use of Cash Registers for Cash Settlements and/or Transactions With Payment Cards, aimed to authorise pharmacies located at rural medical assistance centres and special subdivisions at medical organisations that are licensed to engage in pharmaceutical activities (clinics, medical assistance centres, individual general (family) practice centres) located in rural areas that have no pharmacies, to make settlements in cash and/or using payments cards when selling medicines without cash registers.
