Draft document on procedure for issuing official warnings by Federal Security Service (FSB) to be reviewed by FSB Public Council

Dmitry Medvedev issued relevant instructions to Director of Federal Security Service Alexander Bortnikov.

The instruction has been issued as part of the ongoing process of adopting Federal Law On Amendments to the Federal Law On Federal Security Service and the Code of Administrative Offences of the Russian Federation.

The law will grant the FSB the right to issue an official warning to an individual regarding the inadmissibility of his or her actions that may lead to a crime.

Alexander Bortnikov received instructions to ensure that the procedure for issuing an official warning includes a justification for the warning, as well as an explicit explanation of which actions of the individual may lead to a crime the inquiry and preliminary investigation of which, under Russian law, is the responsibility of the Federal Security Service

The proposal that such a warning must be justified and must specify the concrete actions of the individual who is being issued a warning was first voiced during a meeting between Dmitry Medvedev and chief editors of leading Russian media outlets in July. The media executives expressed their concern about the lack of clear definitions.
