The centre was opened following the signing on October 13, 2009, of a Russian-Chinese intergovernmental agreement on the mutual opening of cultural centres. Its purpose is to give the Chinese public the opportunity to learn about Russia’s achievements in various areas, facilitate the expansion of cultural, educational, scientific-technical, and business ties, support Russian language teaching, and foster contacts with non-governmental organisations, friendship societies, and graduates of Russian universities.
The cultural centre is housed in a modern building equipped with all the latest equipment and technology, and its facilities include a multipurpose concert and exhibition hall, library, and information and multimedia centre.
