President of Russia Dmitry Medvedev: Dear colleagues,
Given the agreement between the Collective Security Treaty Organisation members and the absence of our Belarusian partners, we have decided to transfer the temporary chairmanship to the Russian Federation, the country that is hosting this summit. I will inform you about the decisions that were taken and the documents that were signed by state leaders during discussions at the CSTO Collective Security Council session.
We have done some serious work. Naturally, I would like to first of all thank the state leaders for their work. A lot of suggestions and comments on the documents were made. As a result, we took certain decisions which were signed by CSTO member states while Uzbekistan formulated a number of reservations. What documents have been signed?
We signed the annual report of the CSTO Secretary General and the list of priorities of the CSTO in the second half of 2009 and first half of 2010.
We signed a document on the implementation of CSTO Collective Security Council decisions of February 4, 2009, on CSTO Collective Rapid Reaction Forces (CRRF), and draft bills governing the CRRF activity.
We signed a document which includes an Agreement on Collective Forces, a Collective Security Council decision on the composition of the Forces, a Collective Security Council decision on changing the size and structure of the CSTO Secretariat, and a Collective Security Council decision on the restructuring and additional functions of the Joint Staff of the CSTO.
We signed other decisions relating to the principles of creating and managing the Forces and their means. We signed a draft Action Plan for CSTO member states on a collective system to counter migration.
We approved the chairman's report on the implementation of allied force development actions and plans, and a number of other documents.
Dear colleagues,
I would like to thank you all for your productive work and to express my hope that the decisions we made today will strengthen the security of our countries and facilitate the establishment of full-value Rapid Reaction Forces. In doing so, we understand that the countries which have not yet acceded to the relevant decisions remain open to doing so; they can articulate their position for themselves and eventually adhere to these decisions after following the necessary national procedures. We will be glad of this.
