President of Russia Dmitry Medvedev: This meeting of the Council for Codification and Enhancement of Civil Legislation was called in order to examine the current situation and the need to make amendments to our civil laws, above all the Civil Code, given that 15 years have passed now since the codification began.
Life does not stand still. Russia has changed, and the property relations the Civil Code regulates have changed too. It is therefore essential to carry out a thorough analysis of our legislation, and this is precisely what the Council has been working on.

I will say only that our citizens are not at all indifferent to the situation with civil legislation because it directly concerns individuals, and not just organisations and legal entities. Civil legislation defines citizens’ legal status and defines their property rights, their inheritance and contractual rights. Everything that we are working on therefore has a very practical dimension, and this, without a doubt, makes today’s meeting even more relevant.
