The 75 graduates include employees of federal and regional government bodies, top managers of public and private companies, and heads of several regions. In the programme’s second intake are 24 finalists of the Leaders of Russia management competition, including those who took up government posts in 2018.
The main purpose of the programme is to train a pool of personnel that will be nominated for positions in the regional and federal governments. It was launched in 2017 on Vladimir Putin’s instructions. The first intake of students graduated in April 2018.

I would like to congratulate you on your graduation and I hope that you will continue to advance in your careers, satisfying your ambitions and setting a good example for others. But the most important thing is that you will be working for the benefit of the country, for the benefit of our people, and as you can see, the requirements on administrators are increasing. It is very gratifying that competition among executives at all levels, both regional and federal, is increasing. As far as I understand, we already have seven governors and acting governors and three deputy ministers from your ranks, and 11 governors and two federal ministers in total. This is a very good indicator.
What sets this group apart is that you were trained together with finalists of the Leaders of Russia contest, which is very good, it creates synergy. Recently we have built a system of training young, promising, but already experienced and talented administrators, and this has had a very positive effect on the movement of personnel and on the formation of regional and federal teams at various levels. It is very gratifying.
I would like to conclude my brief opening remarks where I began – that all of this benefits and satisfies your ambitions, in the best sense of the word, and most importantly, that the quality of our administrative work is constantly improving. Life is getting harder. We face big and ambitious tasks, without exaggeration. And I really hope that you will make a significant contribution to achieving these results and solving the tasks that we set ourselves and the country for the future.
