The Head of the Working Group, Governor of Kaluga Region Anatoly Artamonov, reported on preparations of a report that analyses import replacement in civilian industrial sectors and examines industrial policy instruments to stimulate import replacement at the federal and regional levels.
First Deputy Industry and Trade Minister Gleb Nikitin presented information on preparing individual import replacement plans.
The meeting touched on problems pertaining to implementing measures to encourage companies to engage in import replacement. In particular, this includes issues of customs and tariff regulation, standardisation and certification, tax incentives, and providing accessible financing for businesses engaged in import replacement.
Participants in the meeting included representatives from the State Duma, federal and regional executive agencies, public organisations, industrial enterprises and the expert community.
To create additional demand for Russian products, participants in the meeting suggested broader use of state procurement measures. Moreover, the meeting addressed issues of science and technology and staffing resources for import replacement.
The results of the discussion will be taken into account in the final draft of the working group’s report, which will be presented to the President at the State Council Presidium meeting.
