The meeting was held within the framework of the 16th International Forum and Exhibition Transport of Russia organised by the Ministry of Transport in Moscow on November 14–19, 2022.

The meeting was attended by Head of the Chuvash Republic Oleg Nikolayev, Khabarovsk Region Governor Mikhail Degtyarev, Murmansk Regin Governor Andrei Chibis, Chairman of the State Duma Committee on Transport and Transport Infrastructure Development Yevgeny Moskvichev, Deputy Minister of Transport Valentin Ivanov, Deputy Head of the Federal Anti-Monopoly Service Pyotr Ivanov, State Duma deputies, representatives of related federal and regional authorities and experts.
The agenda included the legal regulation of municipal and suburban passenger railway transport and improving the technical rules and regulations of municipal passenger railway transport infrastructure, which includes ensuring connectivity between city districts divided by low-traffic railway lines.
The discussion specifically focused on the improvement of suburban passenger transport and the development of the route network. The participants also formulated proposals on improving transport service in cities.
Relevant amendments to legislation are expected to be made based on the decisions taken at the meeting.
