The Federal Law sets forth the legal status, powers and functions of the Russian Academy of Sciences, as well as procedures for managing the Russian Academy of Sciences and conditions for financing its work.
The Russian Academy of Sciences’ primary objectives include: developing suggestions on creating and implementing a state science and technology policy; conducting fundamental scientific research and exploratory scientific studies funded by the federal budget; participating in the development and coordination of the Russian Federation’s long-term programme for fundamental scientific research; and evaluating science and technology programmes and projects.
The Federal Law states that the Russian Academy of Sciences carries out its work independently, within the framework of the objectives and functions established by Russian legislation.
The Government of the Russian Federation shall fulfil the functions and powers of the Russian Academy of Sciences’ founder and owner of its federal property on behalf of the Russian Federation.
The law sets forth the structure of the Russian Academy of Sciences and stipulates that the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences will be affiliated with the Russian Academy of Sciences.
The President also signed Executive Order On the Federal Agency for Scientific Organisations.
In accordance with the Executive Order, the Government has been entrusted with management of the Agency’s activities and shall also appoint the Agency’s head with the approval of the President.
Corresponding instructions have been issued to the Government of the Russian Federation.
