Russian-Turkmenistan Communique Following Bilateral Talks

At the invitation of Russian President Vladimir Putin, the President of Turkmenistan, Gurbanguly Berdymukhammedov, made a working visit to Moscow on 23–24 April 2007.

During the summit meeting they discussed various important aspects of their bilateral relations.

The heads of state discussed their present and future cooperation in the economic sphere in detail, including cooperation in the fuel and energy sector — a priority for both countries. Both sides confirmed their readiness to continue actively cooperating in the gas sector according to the long-term intergovernmental agreement signed in 2003.

The presidents emphasised the need to strengthen bilateral fuel and energy relations according to the principles of equal rights and mutual advantages and also advocated a more efficient use of the two countries’ impressive potential. They noted the importance of enhancing the work of the Intergovernmental Bilateral Commission for Economic Cooperation, whose second session is planned in Ashgabat, Turkmenistan in June 2007.

The presidents examined their cooperation in the cultural and educational spheres. The two parties confirmed their readiness to strengthen the spiritual and cultural ties between the two nations. In connection with this, they emphasised the importance of implementing the agreements that have already been adopted at previous summits as well as existing bilateral agreements.

The Caspian Sea was one topic of discussion. The heads of state discussed problems linked with settling the legal status of the Caspian Sea, preparing the project of a Caspian Convention, and the prospects for convening a second Caspian summit.

They discussed bilateral and multilateral cooperation in the struggle against international terrorism, illegal drug trafficking, and transnational organised crime.

The heads of state exchanged views on topical regional and international problems that hold a mutual interest.

President of Turkmenistan Gurbanguly Berdymukhammedov expressed his gratitude for the warm welcome and invited the President of the Russian Federation, Vladimir Vladimirovich Putin, to visit Turkmenistan in turn.

The invitation was accepted with thanks.
