Assigned to the Council of Ministers of the Union State the task of defining a manner and date for abolishing the Executive Committee of the Union State in accordance with Russian legislation.
This decree comes into force after the signing of the inter-governmental agreement between Russia and the Republic of Belarus on settlement of the issues related to abolishing the bodies of the Union of Russia and Belarus.

The Customs Committee of the Union of Russia and Belarus as the Customs Committee of the Union State.
The Border Committee of the Union of Russia and Belarus as the Border Committee of the Union State.

The Council of Ministers and the State Secretary of the Union State were instructed to consider the points and proposals that were discussed at the meeting of the Supreme Council of the Union State, while carrying out the provisions of the Treaty Establishing the Union State of Russia and Belarus and the Programme of Russia and the Republic of Belarus for implementing the treaty.
Approved the budget of the Union of Russia and Belarus (Union State of Russia and Belarus) for 2000.
The treasuries of the member states should distribute the budgetary funds of the Union State for 2000 in their respective countries.
The Council of Ministers of the Union State was instructed to develop and approve the budget spending of the Union State for 2000 within a month, which is an essential part of the budget of the Union of Russia and Belarus (the Union State) for 2000. Government recipients and amount of funds should be indicated.
Approved a plan for foreign policy cooperation between the members of the Treaty Establishing the Union State for 2000–2001.
Approved a range of high priority measures on carrying out the provisions of the 2000 Treaty Establishing the Union State and the Programme of Russia and the Republic of Belarus for implementing the treaty.
The Council of Ministers was instructed to monitor the implementation of these decrees and amend them in accordance with the needs of the integration process.
