Adopted by the Heads of State and Goverment attendeing the celebrations for the 300th Anniversary of St. Petersburg
We, the leaders of states who have gathered in St. Petersburg on the day of the 300th anniversary of the city which has made a unique contribution to world culture and history, appeal to all the countries, international organizations and public forces of our planet to combine efforts for the preservation of the cultural heritage of civilization, and for the assertion of the ideals of humanism, mutual understanding and cooperation among peoples.
All people of goodwill and all political and public movements ought to show solidarity in the face of the global challenges which mankind has encountered at the beginning of the third millennium.
They are international terrorism, organized crime and the drug business, acute social problems, environment pollution, and epidemics. We are deeply convinced that a firm commitment to the generally recognized rules of international law and the eternal moral and ethical values will become a reliable basis for our joint actions in the name of the triumph of universal peace and progress and for building a worthy future for descendants.
